Throwing water out of combat works normally, but in combat, the action point is used up immediately before actually throwing it.

In combat, throwing water bottles uses two action points. Why? This has to be a bug, it makes no sense.

No bug and it makes sense. Summoning a vortex of destructive arcane energy is less complicated than throwing a bottle of water.

It might be the way you're trying to utilize them.

If you click on an item in your inventory you want to throw, you "Equip" it, which costs a standard action. You then throw as a standard action.

However, if you use the "Throw" action, then select the item you wish to throw (From that messy UI bar that will show your entire inventory) then you can throw the object with just a single standard action.

Took me a little while to figure this one out too, since it was not particularly intuitive.

I just tested it. There is something weird going on with these water bottles.

Turnbased mode:

1. When using the shortcut (directly clicking on the bottle) a throwing arc appears and the action point is used up immediately. I am now unable to throw the bottle.

2. When using the throw icon and selecting the water bottle, a throwing arc appears and I can throw the bottle - but then I can click on the water bottle shortcut directly and throw -another- bottle in the same turn.

In summary,

Using the shortcut: Not able to throw a single water bottle.
Using throw icon and then the shortcut: Throw two water bottles in one turn.
