Hello. Surely these errors have already been reported, but I’ll write just in case.
1. "Hr'a'cknir bracers" - I have this bracers, and they not give "Mage hand" in bonus actions. This item buggy, or am I missing something?
2. "Sunwalker's Gift" still doesn't work (have no night view). Or this ring working correct? For me - no.

P.S. There are quite a few bugs in the game with items not working, which players have already reported many times. It would be great if these (and many others, even if they were not critical) bugs were corrected.

On which platform do you play and do you have mods installed?

I haven't played for a bit, but last time I checked the bracers worked for me.

Steam license, no mods.
Bracers should give "Magic hand" in the additional actions tab, right? So, I don't have it there. The ring also does not provide night vision (I playing for a human).

Quickened Mage Hand will make Mage Hand appear as a bonus action, but (from my experience at least) only if you already know Mage Hand. You don't learn the spell from it.

Sunwalker's Gift appears in your features list with the icon of the ring, listed under its name, giving you the ability to see in the dark up to 12m but not the skill night vision. If that makes sense.

For me both work, though in the save where I looked at the ring, I wasn't near a sufficiently dark spot to see if the effect itself might be bugged at the moment.

Got it, thanks for the clarification. In the game, such things are not always obvious, and I partly understand the complaints of people who say that the game has no tutorial/uninformative descriptions.
