Hi,
Q1: Do I get all my quests from the billboard? Or there are some which
require me to talk to specific person?
Q2: Do I get to finish all the quests? Or when my ranking is high enough
I can't finish the remaining unsolve ones?

Missing monks -> ok with billboard
A wizard in need of help -> talk to serrick
lost relic -> you have to talk to brother raze
and i can't remember the last billboard quest...

You can complete the other ranking quests when your ranking is high enough.
You do however have to complete them before fighting the witch Kiya (she'll come and challenge you when your ranking is high enough).

1) No, there are a dozen quests involved in ranking - so you should run around in and around the temple-district if you want to get them all. (And actually the quest with the general isn't a ranking-quest).

2) You need to do only enough quests till you are at rank 2 but you can do them all. The one thing that "ends" the Act is entering the catacombs.
