Sounds like the dialogue logic has got switched round. In my last playthrough I ended up in a situation where it was impossible for me to stop the collars being detonated so, despite having saved his daughter from the Iron Throne, Toobin was the only Gondian who survived, but while first acknowledging that he then said something about leaving the city with his daughter as though she were still alive.
