bg3.wiki thinks she might have been planned to be a companion:

Unless that's just part of the dark urge storyline

I don't think, she was ever meant to be a companion, since she wasn't even specified as a bard.

There was supposed to be a bard companion: Helia, a halfling and werewolf. From the recorded voice lines she seemed to have been morally grey and she sounded pretty badass. I'm pretty sad, she didn't make it to the full game, especially with the werewolves in Cazadors palace. Somehow I can't stop thinking, that they might have been tied to her story.
