do really people able of modding read this forum looking for ideas? Well, I can't mod and want to share my desired add on to the game, hope someone else likes it and can make it true.
I suppose there are already areas labelled in the game. If not they must be created.
For each of them, every long rest, there is a check: if the labelled area is empty of enemies and there is no quest tied to it, then a group of hostiles will be spawned in that area.
Generated groups of hostiles should be random but coherent with the environment (so setting a pool of potential spawns for each region is needed).
Generated groups of hostiles (number and/or level) should be proportional to the xp of the main character.
Generated groups of hostiles should be easy fights overall, with very low xp and loot: Their only pourpose is to give the sensation of a world always dangerous and populated when party goes back and forth in places already visited, not a real challenge but fillers.
Generated groups of hostiles could be composed by any generic unit that haven't a personal name: mouse, wolf, spider, bat, ettercap, .., are ok, Orin, Lakrissa, Barcus, .., are not ok for obvious reasons.
I see only pros in such mechanic, can't believe it is not already there.
