How are magic damage calculated?

For example, it is stated that level 1 Freeze does 20 points of damage?

How come it does 33 points of damage to orcs?

I am confused. Thanks.

Any spell damage is based on 'average' resistance, as far as I can tell.

Some creatures are very vulnerable to certain types of attack and take more damage, others are less vulnerable, and take less damage.
