I had this same problem, and never did find out why. Maybe you need to be higher level before it works, but I discovered that splitting arrows did much more damage on average, and I had no problems converting to those, so I never tried power arrows again. I just put points into poison skill and piercing, and could kill almost everything with one or two splitting arrows. Hope this helps.
