what level do you have to be at before you can lock pick?

I have skill level 7 and have not been able to unlock anything.

do you need to improve a certain stat for it to work or is it just the skill level?

The lockpick skill is broken in Beyond Divinity.
You can't use it.
This problem will be fixed with the upcoming patch for the game.
