Maybe someone can help.
I cannot get Eolus the Dwarf to appear. I have assembled most of the council and scryed for him many times. Every time the scry is unclear about who or where he is.

I don't know what the problem can be, but I didn't find the dwarf with the scroll in the Dwarven Inn, Also, I activated the town crier in the Dwarven Village very early in the game, and then went about on a ton of questing before returning to the village for the quest.

And yes, I have visited the shrine area where he is supposed to materialize after I activate the council quest several times. Gregor won't speak to me either?

Any suggestions would be appreciated.

You must recruit at least 5 of the other council members before you can successfully scry for the dwarf.

The dwarf with the teleporter scroll is in the Blue Boar inn. Also, you can get another copy in the dwarven village in the mayor's house, and from the dwarven king after completing the dwarven council member quest.
