You do not need a skill to charm equipment in BD, just click on an equipped item with a charm quality. The slots in the charm window look like the closed slots in DD, but that is just cosmetic; you can still drag and drop charms into the window.

I also just assumed a skill was required at first. If they had used DD's open charm slot graphic, most of the people who have asked that question would probably have figured it out themselves.
