When I was in the castle being Janus' errand boy I went and visited the guard barracks.

When I went down the hatch to the cellar, there was no chests to loot.

Did I go here too soon?

There may not be any chests in the cellar, but it is outside the magic suppression field encompassing the rest of the castle. You can bring locked chests there to lockpick them, rather than tossing them out the front gate to get later.
