Alright, I have a little idea. I've noticed that the rating system of the threads is rarely used.
So, I thought that it would be an idea to have it happen automatically. The amount of stars that are placed could be effected by two things:
1. The number of replys (which will have the larger effect)
2. The number of viewings (which, I think, should only have a minor effect on the number of stars).
The reason why I believe the number of viewings should come into factor, is because there are some very popular threads that you just plain can't reply to, though they are frequently read.
Just an idea. Otherwise, the stars are being ignored.

It is good, sometimes, to dig a little in the granary and get out some old stuff to look at it anew.

An automatic rating system based on the number of replies would assume more posts means better quality, which is not necessarily the case. A Google type ranking might work ok for informative type topics (though there are already sticky topic listings in place for those), but discussion topics don't get linked/referred to as much. There may not be enough links in the forum for best results, even if Larian wanted to divert resources for that. I rarely notice the topic rank, so it doesn't matter much to me if it gets used or not.
If the reply button is greyed out in an old topic, near the top of the page hit the buttons to switch between Flat and Threaded topic views, and then back again, and you should be able to reply. Depending on the topic, it might make more sense to start a new topic and provide a summary and/or link to the old topic. For example, it might be confusing to bring up a topic discussing a bug that has been fixed or situation that was changed in the patch.

There are more reasons not to implement an automatic rating-system (see what Raze wrote) but the above is the main one

By the way, the Blog "Grumpy Gamer" has an inverted rate system : The more replies, the badder ...

By the way, I must correct myself : I thought it was an inverse rating system, but right now I saw on the Blog "388 clever comments". Well, I'm wrong I see ...
