There are different level BF keys in the main game to find, which will unlock the dungeons up to their level. When you click on a BF key (or on the 'enter BF' icon in the secondary skill menu) it will display the highest level access you have for the BF dungeons.
If you keep going in the main game, you will eventually discover the other keys (Act 1 has 3 BF dungeons, acts 2-4 have 6 each). There are 2 level 1 BF keys in act 1, at least one of which you have clicked on; the second BF key can be found shortly after you reach the citadel, while the third is near the end of the act.
