Actually, the dwarven council member must be 6th or 7th, but the elven council quest can be done at any point after you've been to the council hall (however, it can be tough, so leaving it until later is generally advisable). I did the elven quest 5th, so I could leave the imp until last, to take best advantage of a certain bonus you can get then (<span class='standouttext'>Spoiler : </span><span class='spoiler'>there is a jug in the imp world that can raise you up a level, so the higher level you are the more of an experience bonus that is</span> - highlight the text to read).
If the elven council member can not be found in the village (he can wander around a bit) try asking about him in the archer's guild (in the south west of Rivertown, near the entrance to the Dark Forest) and then check the elven village again.
