The Dark Elf Amulet is a reference to a book / game. You can not find the dark elves.
Dark Elf Amulet - to my best friend C.B.There is no set level limit, but even if you explore everywhere, complete every quest and maximize other bonuses it would be hard to get much higher than the low fifties (I finished at level 53 doing this; most people complete the game in the mid forties to low fifties).
You can kill a strong group of opponents, resurrect them, leave the area so they turn hostile, then return to kill them again to get more experience. However at higher character levels you get less experience for the same opponents, so even if you had the patience to do this excessively, you would eventually stop leveling. Also, the game tends to get a little easier as it progresses, so it isn't necessary to reach very high levels (I found most of the final area to be fairly easy).
