Which skills were listed when you read the skill books? If you open your skill windows, click on an open skill slot, and browse through the available skills, do they not show up?

The description may also not exactly match the skill. In act 2, a 'Hurricane' skill book teaches the weather magic spell Wind of Furies.

Skill books only open skill paths; like learning from teachers, you get the ability to learn the skill (up to a certain level), rather then the skill itself.

To be able to use Repair, you must select an open skill slot for one of your characters, browse the skill path to Repair, add one or more of your own skill points, optionally change the icon to something appropriate, and hit the checkmark button.

yes i eventually figured it out, but it seems very hard when you earn just one skill point per-level up. rev

You get an extra skill point when leveling if the level is evenly divisible by 5. If you switch the difficulty setting to hardcore (note: it can not be lowered after this), at each level both characters will have a 30% chance of getting an extra skill point.

It helps that you can unlearn skills, though that can get expensive at higher levels (the cost in gold is proportional to the square of the character level).
