I did the quest that gets Tingalf arrested by Lt. Robin, but then sometime later in the game I killed Lt. Robin because I found out I could kill him (and get about 8 guards fighting me) without affecting reputation. But then even further into the game, I found Tingalf back in his corner. Is there a way to
get rid of him again?

You know, this same thing happened to me (somewhat same thing). On one game Tingalf disappeared before I really dropped the dime on him. In my other two games, after I busted him out and Lt Robin went to arrest him, he eventually just showed up again like nothing happened. Maybe he went to jail and served his time? Hmm but then he shouldn't still be at the same spot selling stolen goods, hmm.

Tingalf was gone for good when I had him arrested. A couple people reported that Lt Robin left to arrest him as expected, but he remained in his spot, with the guards apparently unconcerned.

As for getting rid of him, have you tried Poison Cloud? Cast an area effect spell (that doesn't need a target) near (but not directly on) an NPC and you can do damage and kill them, without having them turn hostile and without loosing any reputation. Most or all essential NPCs are protected from dying, and can not be attacked this way.
AFAIK, there is no way in the game itself to get Tingalf locked up again.

A somewhat more unpredictable strategy is leading a hostile creature to an NPC then shadowing or sneaking away. This is how I got rid of a certain someone to get a certain cure potion back from them (used a wolf)...hey, I just let nature take it's course, it's not -my- fault *evil laugh*
