If you leave Boratus' house and head north of the elven village, the boar should approach as you get near the warrior guild teleporter pad. Actually, it should approach as you leave that area, no matter which direction you take. I first met the boar after the warrior's guild, so headed back that way when I had the holy water and cured the cow, to find him again.
