i completed talking to tutamun about george drug thingy and i made mardanes go to the council before telling him about george murder complete part at the council i told him and he gave me the restore skill and complete the quest
Sounds fine to me. Some people have run into problems not being able to complete George's murder quest after Mardaneus moves to the council hall, but the quest was not designed to blocked off like that.
