I found the cache of stolen goods near the marketplace and was fighting its guards. In order to beat Victorio, I polymorphed him into a frog and then killed him. He dropped a nice sword but nothing else and the game didn't register that I had solved the quest. I assumed at the time that there was something else I needed to do to actually solve the quest.

At this point (when it's WAY too late to just reload and do it again), I'm thinking it might be a bug involved with killing him as a frog, but I might be wrong. Is there any way for me to complete this quest?

I don't know if using Polymorph had anything to do with it, but Pedro (English version name for the leader) should have dropped a sword and a letter when defeated. He should remain friendly (and unresponsive) until you have gotten the hint from Tingalf about the goods, after which he will start a cutscene conversation as you approach, and then turn aggressive.

If you defeated Pedro, but didn't get the letter, it can be replaced using the procedure in the topic below. The letter may have simply dropped so it was hidden behind a wall, or otherwise obscured; searching the area while hitting the Alt key and/or moving the mouse cursor methodically around may find it.

Now that you mention it, it probably fell into a wall.
