You don't need to go down any stairs to plant the explosives. Just go through the ruined town till you reach a fenced off area containing 4 covered wagons. Just drag the explosives out of your inventory to any spot next to one of these wagons(or trains) and a cut scene will play gaining you 5 rep points and about 50k exp.
