he is in castle which near the Page who needs the part of the flying machine including compass,crystal and so on.

the castle`s door is near the lift and the castle is located in the anti-dragon zone also u can see a red fly machine on the top of it.

I find this post by searching the same information on Google...

I don't find this man. When you speak about the caste Slayer_China, you just speak about the little harbour with the patch to bug city and red flying boat? Or do you speak of the big thing that can be see behind it.

If it's in harbour can you explain a bit where this man is?

It's at the harbor with the flying ship and the normal ships. You can actually enter the building. Jump down to water level (or take the elevator), then enter the large door just south of the elevator platform. In the building, Morgan is wandering around in the corner diagonally opposite from the merchant.

BTW: It's definitely not a "castle" like one of the other posters here said.
