There is a procedure to get English text in the German version of the game, but it is unsupported and may cause problems. Check the Help/Tips/Tricks forum; those waiting for the English release (possibly in October, though no official word yet) are mostly sticking to the main forum to avoid spoilers.
No, as far as I remember, there was one link somewhere that I removed (because of the overall atmosphere of that site). No one ever bothered to post a "link" after that. It is possible, but you're on your own
