First time I played before the 1.01 patch they restock after some time. Lets say body parts vendor at BT, I buy everything from him, and after playing some time I get back and he has new stuff. Now on my 2nd play, not a single vendor does that. I buy everything and they don't restock. Patch, bug or copyprotection? Don't know about the last bit tho, I don't get 4000+ skill points after I hit level 15 so DVD is fine.

You're playing with a NoDVD crack or the SecuROM DVD check failed. Play with the official EXE and play with the DVD in the drive and make sure your drive works correctly.
I.e. this is not a bug, it's the copy protection.
