Going through the spoiler for the dragon items how do you open the chest for the dragon belt?

Any suggestions?

i think there's a key in the previous room.

You missed one screenshot in the dragon spoiler.
Key is in the shelf (number 4).

Yes there is, it is above the place you just fell from, up on a shelf.
