Ive retrieved the goblin stone for Radcliffe and taken
it back to him. I got my reward and then spoke to sassan.
She offers me an upgrade on a machine? Either:
jewelery
weapons
armor.
Which machines? There are only 2 where Radcliffe is. Also when I check
the enchantments, nothing has changed at all to anything before
or after the stone and the upgrade? Is this a bug?

No, it is not a but. It's.. a discount. Choose, for what type of items you will get a discount (less ingredients will be used).
