how do you get it and what is it about?

It's no quest - just a very powerful poison to kill the talking tree.
Location: Verdistis/healer - there's a hatch under a bed = cellar.

o. ok, thanks lots! I'm almost done w/ the rivellon chapter of the game and have all 7 council members assembled. i am trying to solve all quests, and its kinda hard, cause i never know if i've missed one or not.

Just one question. I did this, but the tea didnt explode quite as i should so the tree isnt dead. Can i get a second barrel? Or am i forced to reload?

There are 3 barrels in the cellar, Jolie- though I always did it with the first one.
I opened it in my inventory (green liquid was visible) - then I stepped very close to the tree (highlighted in grey) - dragged&dropped it unto the tree.
