You will get enough points to max out 90% of dragon skill. No need to worry bout it much. Just decide only which skill you want to level up 1st only. By end game, I had dragon shield at level 1 and morph at lvl 0, with 6 to 7 points left unused. The rest of the skill all max out at level 5.
