I am currentlty doing the hall of echeos bound quest and am trying to find the sigil? After i finish that where can i find the dragon? also where is the special shield i need located?

Zandalor already told you before during the time when you got your battle tower, look for him in aleroth for the shield. The old dragon patriach is in the cave behind the waterfall.

im trying to find the sigik right now, i now how to get the guards out of the tower but am only level fourteen and have ran out of things to kill where can i level up or what could i do??

There no way for you to get the sigil at level 14. Your main goal now is to reach maxos temple if you havent, and get your battle tower in sentinel island as well.

If you referring to saving william in the quarry building, you can come back later at higher level, as those black rings inside the building is all lvl27,28. Its impossible for you to defeat them at lvl14

i havnt even got my dragon yet, how do i get to thew island wher do i go? help me please

There a barrier seal area in maxos temple, which is unaccessible before you take down amdusias. When you kill him, the barrier will automatically gone. Just continue from there and you reach sentinel island in no time
