To enchant equipment you will need to find or buy enchantment formulas, as well as various minerals or gems for ingredients. Next you will need an enchanter to do the actual work; the first, in Broken Valley, is west of where you meet Talana the dragon knight (shouldn't have any problems reaching there at level 9 or 10; I was level 7 shortly after meeting Talana, and went east first, so I'm not sure the earliest you could get there).

If you find any equipment with enchantments on it already, you can have the enchanter un-enchant the item, which will give you the formula (you don't recover the ingredients, though).

You use ore and gems to enchant or charm your weapons, armor, and various other objects.

If your still in broken valley you need to go see the enchanter, hm lets see if I can remember where he is.
If you've found the fortune teller he is north across the river from her I believe.

Yeah the first Enchanter is just up from the West Shrine portal...he is there at the wishing well
