You only get the scroll from him if you have healed both soldiers in aleroth.

No, you cant get the lizard scroll now. You only get it if you've healed BOTH soldiers. Sorry.

I haven't healed soldiers and I've got Lizard scroll.
Simply give Goemoe about 20000 gold or more pieces so he will be "friendly" and then ask him about scroll.

He will give it to You <img src="/ubbthreads/images/graemlins/delight.gif" alt="" />

When he is in council there is no such speech option that could get You that scroll as I remember.
Now when You gathering the Council of seven You need it only to get cool look at map?Or You're having problems in severs.I've killed everyone there without this scroll.It took me "few" minutes but I've did it <img src="/ubbthreads/images/graemlins/smile.gif" alt="" />
I think that the easiest way is to reload game before goemoe joining council or use spoiler to do it.
