DOES YOUR SKILL OF LOCKPICKING GET BETTER AS GAME GOES ON

I need help jumping to get book on rock....can see it but !!!

There is one +1 Lockpicking item, but it's a quest item, so you can keep it, but you lose out on a quest reward. Otherwise, no, you have to put the points in manually. It's probably worth it, there are lots of skill points.

Jumping onto the rock is tricky. Try from the town side. Keep trying different angles and positions.

how do I apply the skill points

With the PC version there are left and right arrow icons below each skill icon to add skill points, after which you need to hit the 'apply' button in the bottom right corner of the skill window.
For the Xbox version, in the skill list hit A to show the skill description, and A again to apply skill points; when you hit B to exit you are given the choice to apply the points (A) or cancel (B).
