how do i get in to lovis tower???

There are some ladders you can climb up to get access to the tower. Once you get into one part, keep an eye out for levers to open the gates (a couple are on ledges you need to jump up to). From the front gate you can also edge around the left side and jump over into the tower.

thanks.....now i have to fight that ghost that's mad at lovis....is there a way to continue without fighting him?

You can avoid that area if you wish, but you will miss out on a stat point (from mind reading the ghost) and something else of value. Think of it as finally allowing him to rest in peace.

do i have to go all the way back up the way i came if i choose to avoid it?

Once you reach the teleporter shrine or get behind a couple of the gates and find the levers to start opening them, then you will not need to go up the ladders again. If you wish you can still return (if required) to get the scrying stone, and just not look into it.
