The island with the Ancient Tree in Orobas Fjords supposedly has an NPC named Charlie whom I must kill to get one of the three seeds but he is not on the island. Any help available?

when i went out to the island, there was no one there but me and the tree but as soon as you talk to the tree the one he wants you to kill will show up.
