i did a search, and couldn't find anything about where to find the book that makes you talk to the statue.
i already killed the frogs, and it didn't do anything. the statue won't talk.

You get the book from the three guys just south of Nericon's garden, by telling the leader you are interested in learning more about their little cult.

i killed the 4 frogs way before i talked to the 3 guys. well, after i answered his questions, no portal appeared. the 3 guys started following me, but nothing else. did i answer the questions wrong, or did i kill the frogs too early?

After the anwsers no portal appears. If those guys are following you, then you did notting wrong. All is as it should be. If you leave the place, they dont follow anymore.

did u get the treasure?

After you answer the statue's questions correctly, you get experience and a level of Restoration. I don't think the cult would follow you around if you had gotten the answers wrong, but the correct answers are;
1. Experience
2. Truth and Untruth
3. Good, Neutrality and Evil

The portal appears when you kill the 4 frogs. If you don't get the portal doing so before talking to the 3 guys out front (I would have thought Blake's hint would have been enough...), you can still get to the treasure room (though there is only a frog statuette and some gold there);
