After she gives you the fortune about flying, you can encounter Bellegar I think around where you first met Talana, after that you can return to the fortune teller. I was running around Broken Valley just making sure I had cleared everything before getting the battle tower when I met Bellegar again, so I'm not sure exactly where I was.
