You need to accept the quest he offers, and follow his advice on how to complete it (you can mindread the prisoner to get the required information, but you are just cheating yourself out of loot and experience by taking that shortcut). Also, don't turn in Louis' quest until you have been to the area he is looking for yourself, and have finished everything there you want to do.
