If I download a patch and put it on[or open it?] When I uninstall the game and later reinstall the game do I have to download the patch again ?

If you saved the patch to your harddisk, you only need to execute it. If you haven't save the patch you must download it again.

No, it would not hurt to reinstall the patch. If you look at the bottom right corner on the main game menu, though, it should read v1.0034a if you already installed it.
