Is there a sertain time when the shops restock because they always have the same things in them and I need to buy some potions and flasks.

Wait some time. Usually after a day (game time) they restock. But if there stock is full, they dont. But potions arent that rare atall. I had hunderds of them, i even sold them to get some space.

It depends on the shop. I found that they all restock after a certain time period, but if you're looking for something specific from a specific merchant, then it's probably a good idea to save right before you enter the shop to talk to the merchant and reload if the merchant has nothing good. I got a lot of spellbooks from Blake this way.
