Next to which shrine? The door to the dungeon at the base of the tower (by the lake shrine) is opened after you enter the armoury near the top of the tower, find something there and use it (or turn in the related quest and get another quest, but using it yourself and then turning in the quest is better). The door to Lovis' room is on the level directly above the citadel teleporter shrine. All 3 doors are just called 'door', though, at least after they have been opened for the first time.

If you explored a bit north of Lovis' tower, the entrance to Maxos temple is blocked off by a locked door, which will be opened after you have talked to Lovis. If you made it into Lovis' room but couldn't find a way to proceed, jump over the caved in passage left of the entrance as you enter, and check the other side...
If you have not gotten there yet, make your way up the tower. Shortly after the gate opened by the 4 dragon statues the path branches; keep left to spiral up to the armouy, or right to get down to Lovis' chamber.

IIRC the skeleton trader is on the top floor and that entrance is down beside the water.

If its the one beside the water, it opens from the inside, there is an item in the fire room where the skeleton is, that item, if used, will transport you to the room behind the door you mention, that door is the way you exit the room, which can only be entered using the above mentioned item.

Actually, in the armoury, once you hit the button/switch in the fire room to unlock the door and reveal the scrying stone, there are 2 ways to get into the dungeon. The best method is to use the scrying stone from your inventory (after you pick it up), and you will end up inside the dungeon. If you return the scrying stone to the priest inside the village, wandering around beside the church, without looking into it, he will take the stone into the church and look into it himself (and be teleported to the dungeon). After that, if you enter the church you will get a quest talking to one of the parishioners to find out what happened to him. Either way, the use of the scrying stone unlocks the door.

Yeah, well tbh, I had forgotten the quest as it was maybe the first quest I received and I went to Maxos at about lv 15, so I used it to see what it was.

I have found out subsequently that if you use it and go to that place, you can get some equipment but included in that equipment,
that I didnt notice was a skillbook
mad
