doing these fetch quests for people (find a mini zeppelin, high hall wine etc etc.)

one of the people gave me a compass as a reward, which i assume i have to give to the next person who will in turn give me something else for someone else.

but i dont know who the person is.

i havent spoken to them, or mind read them i guess. so can anyone tell me who it is?

there are 2 guards standing in the marketplace near the statue in the middle, one doesn't give you dialogue the other gives directions, mind read that one.
