i killed the vampire, and when i go to tell mardaneus, he doesn't say anything new and the quest still shows up as unfinished.

Did you refuse to get George the Drudanae herb at the start of the game? That will break the murder quest, even if you later bring him his fix.
Did you go through all the speech options with the vampire? Has Mardaneus already joined the council?

The one in the Dark Cave isn't the one that killed George.

I realise that you probably are talking about the right one (In which case Raze's comments are way more useful than anything I can add), but it's worth making sure that we are all on the same page here.
