This is a bug. The boss (Raze) is not where he is supposed to be. Please send your savegame to support@larian.com and they'll fix it for you in no time. Be sure to mention this thread so they know what's wrong.

I purchased a game which I believed was created by competant people. Why on earth do I need to send them a save game to enjoy my purchase? If I continue to have these types of problems, I see no sense in continuing this game.

To be fair to them, not many companies would offer to fix it for you, especially not with such a quick turnaround. Most, if they answered at all, would simply tell you to start a new game or make some vague and unhelpful comment about your PC being faulty.

Software has bugs; large projects can have lots of them. They're an unfortunate fact of life. In my experience, the key difference is really how seriously the problems are taken by the developers: in my experience, Larian have been first rate in this regard. If you want to see serious bugs and generally bad QA with what can only be seen as a laissez-faire attitude to fixing stuff (to put it politely) look at Bethesda or a significant number of other major developers. Are Larian perfect? No, but they've been a lot more receptive and helpful than I've seen elsewhere.

That may be true but if they have numerous "bugs" from a lot of players, seems to me issuing a patch would be in order. Just a thought.

They are issuing patches, and these have fixed a couple of problems I reported myself; but in some cases the data in people's savegames has been stored in such a way that the patch can't fix it. I guess a fix of that nature could be scripted, but that sort of thing often causes more problems than it fixes; but at least they do provide an alternative where a simple patch isn't enough.
