As you enter the asylum, proceed in a clockwise direction. Mindread the chap you find when you reach the end and he should reveal the position of a switch nearby. If you haven't already unlocked the medical supply closet, IIRC the guy immediately in front of you as you enter the building has the key, though I might be mistaken.
