i cant kill ursula she just keeps teleporting.

That should tell you there's a trick to dealing with her:
Jump down from that wooden grating and jump down again. See what you may find there.

I'd like to close by quoting Bellegar's famous last rhyme:

In this special space, you can see a board at the edge . Stand on it and you can see a level down. Jump down and pull the lever. Now Ursula is vulnerable. Go back through the teleport and slay her.
