First sorry for my English.

I have a bug with the librarian in the Maxos temple, i can't interact with him ... so i can't talk with him, and i must do it because i can't continue the game ...

Yeah, I think he's messed up. I was able to talk to him but he didn't give me my Dragon Skill book even tho he said he has... liar!

And do you know how can i skip this quest ? i can't continue the game ...

Best way, reload game where is most closes there

He's a critical NPC to the game continuance. You cannot skip it. Low memory will do funny things. Reboot your machine, free as much memory (close all background programs)and load your last game and try again like Han said.
