I love this game and I want to be able to enjoy it, but whenever I run around, the game hitches nonstop. The framerate never drops, ever. It just... it's hard to explain. It's almost as if the camera isn't keeping up with the character. It's like the game isn't playing smoothly and it's hitching but the framerate stays at a solid 60 fps. This only happens when I move around. When I'm standing still, everything is fluid, but as soon as I start moving, the game appears to be stuttering.

This is the only game I have problems with and I have it updated. I've googled 'Divinity 2 framerate problem' and found that many other people have suffered framerate issues with this game. I'm hoping to find someone with a solution to this particular one.

What kind of release do you have? Retail/digital? If second, who is the publisher?

I noticed a problem like that and what I do is that I save and quit totally out of the game and then go back in. I usually take a break and get something to eat though before starting up the game again.

This problem happens to me after a few hours of game play.

Every time there I run into trouble on the road, there is always a dwarf at the bottom of it. Don't they know how to drive above ground?

I experience the same exactly... I use fraps to measure the framerate, I get a solid vsynced 60fps in ALL quality settings. But even in low quality the movement is not fluid... stand still and turn and you don't get a fluid motion , it is like the game runs in a much lower framerate.
There are some parts that loading occurs and there is a small pause but I think those are normal.

I run the retail game on a E8500/3.16ghz C2D cpu with 8GB ram and a geforce285GTX that has 2GB of vram , all that on win7/x64 ...

No, the mouse problem isn't the one we're having with the framerate. Sounds like you need a new mouse. It's retail.
