1. Who do you report Dr Elrath's wrong-doings to once you have the letter ?

2. How much reputation do you have to have to get Nericon Garden Key from the other chap ?

1) Report it to commander Ralph. Don't forget the note from Elrath's basement.
2) Do the Orc quests for Capt. Buttox (or whatever his name is) and you should be able to buy it. No hurry....

for the key you can have it too after the quest of elrath(poison quest) or the killer of the duke.

It is triggered by the invitation to Stormfist castle.

I'm pretty sure it's triggered by a rep of around 12-15...

nope i have a rep of 20 and he still does not give me the key. (i have finished any of these quests.

but maybe you still need a good rep too <img src="/ubbthreads/images/graemlins/think.gif" alt="" />

It might also be affected by how much you've bought at his shop, and thus his opinion of you...

It would seem very weird if it was tied to getting the castle invitation...

It is not tied to his opinion of you. I gave him enough loot to get his reputation of me to 100, but he still would not sell me the key. After re-loading (to get that stuff back) and completing the poison well quest, he would.
