I followed Ursula through to her world but I cannot actually fight her. Everytime I approach her, she just ports to the other side of the area again and again. How do you actually catch up with her and kill her?
From the platform where you start, look below you and to your right. Jump down a couple of times and you'll find a lever which will activate the teleporters. Use them and you'll be able to fight her normally.
